NHS Quality Improvement Scotland is currently developing national clinical standards for neurological health services.
Project History
NHS QIS set up a steering group in 2005 to review and scope the provision of neurological health services in the context of the strategic direction set out by the SGHD in Partnership for Care: Scotland’s health white paper 2003. The group reported in April 2006, and identified the need to undertake a stocktaking exercise to establish the nature and quantity of existing service provision. It also recommended the development of generic clinical standards for the provision of services for those affected by neurological conditions.
The management consultancy Scott-Moncrieff was commissioned to carry out the stocktaking exercise and published their report in 2007. The found that services available to those with neurological conditions in Scotland vary significantly between NHS boards.
NHS QIS set up a standards project group, which met for the first time on 31 January 2008, to develop clinical standards for neurological health services. The project group was drawn from across Scotland and its membership aimed to reflect the multidisciplinary nature of the services required to manage neurological conditions.
Aims and objectives
- To develop a set of generic and condition specific clinical standards to assure the quality of high level services provided for patients with neurological conditions in NHSScotland
- To meet the recommendations of the project scoping report and the independent report produced by Scott-Moncrieff
- To produce a robust accompanying self-assessment framework (SAF) and guidance document to facilitate the capture of high quality data/information from NHS boards as part of the future live peer review programme, and
- To produce a robust peer review methodology, applicable to neurological conditions for use in the future live peer review programme.

The key milestones for this project are:
- Publication date of draft standards : November 2008
- Open meeting : 29 January 2009
- Pilot visits : March 2008
- Publication date of final standards : Summer 2009

We would like to hear your views on the draft standards. NHS QIS will use several different methods of consultation during the development of the standards:
- wide circulation of the draft standards document to professional groups, health service staff, voluntary organisations and individuals
- open meetings
- public consultation exercises involving distribution of comments forms and/or electronic questionnaires
- focus group discussions, and
- pilot review visits.
